The invention relates to an optically transparent polyol-in-oil-composition, wherein the composition comprises a) ≥ 40 weight-% and ≤ 90 weight-% of at least one low molecular weight polyol, b) ≥ 1,0 weight-% and ≤ 25 weight-% of at least one cosmetic or therapeutic active, c) ≥ 1,0 weight-% and ≤ 10 weight-% of at least one polyether-free emulsifier d) ≥ 2,0 weight-% and ≤ 25 weight-% of at least one oil component, wherein the emulsion comprises emulsifier coated droplets in a size range of ≥ 20 nm and ≤ 1000.
