The present invention relates to a method of preparing multi-layered capsules, multi-layered capsules prepared by the method, and a cosmetic composition comprising the multi-layered capsules as an effective component. According to the present invention, the method comprises the steps of: (a) mixing purified water, titanium dioxide, mica, a hydrophobic polymer, cellulose gum, and sucrose to prepare a coating solution； and (b) introducing a spherical seed made of a cosmetic pigment, or a spherical seed of starch or sucrose coated with a functional substance into a fluid bed processor, and through a spray nozzle of the fluid bed processor, spraying the coating solution prepared in the step (a) to be dried.본 발명은 (a) 정제수, 이산화티타늄(titanium dioxide), 운모(mica), 소수성 폴리머, 셀룰로오스검(cellulose gum) 및 수크로오스(sucrose)를 혼합하여 코팅 용액을 제조하는 단계； 및 (b) 화장료용 색소 성분의 구형 시드； 또는 기능성 성분이 코팅된 전분 또는 수크로오스(sucrose) 구형 시드；를 유동층 공정기에 투입한 후, 유동층 공정기의 분사노즐을 통하여 상기 (a)단계의 제조한 코팅 용액을 분사하면서 건조하는 단계를 포함하여 제조하는 것을 특징으로 하는 다중 캡슐의 제조방법, 상기 방법으로 제조된 다중 캡슐 및 상기 다중 캡슐을 유효성분으로 함유하는 화장료 조성물에 관한 것이다.
