A device and method thereof for stimulating neural regeneration is disclosed. The method includes : Fabricating a photovoltaic element having a stack of a substrate, a first conducting layer, an active layer, and a second layer in sequence. Then, encapsulating the photovoltaic element as well as revealing a partial of the first conducting layer and the second conducting layer. Thereafter, rolling the encapsulated photovoltaic element so as to being a channel with two openings in which a broken neural involved. When the photovoltaic element is illuminated by external irradiation, the photovoltaic element could harvest photos from the external irradiation and generate electrical stimulation to promote the neurite outgrowth and/or axon regeneration to cure the injuries in nervous.本發明揭露一種用於刺激神經增生之裝置及其製法,首先,製作具有依序堆疊之基板、第一導電層、主動層及第二導電層之光伏元件,再封裝該光伏元件並外露該第一導電層和第二導電層之一部分,接著,捲曲該經封裝之光伏元件以使其成為具有兩端開口之導管,其中,由該經封裝之光伏元件形成之導管係用以容置該神經的損傷部位,當光線照射到該光伏元件時,該光伏元件產生電刺激而促使或加速神經之增生以治療該神經的損傷部位。1‧‧‧光伏元件1’‧‧‧經封裝之光伏元件10‧‧‧基板12‧‧‧第一導電層13‧‧‧主動層15‧‧‧第二導電層2‧‧‧膠體5‧‧‧光線
