A device and method thereof for stimulating neural regeneration is disclosed. The method includes : Fabricating a photovoltaic element having a stack of a substrate, a first conducting layer, an active layer, and a second layer in sequence. Then, encapsulating the photovoltaic element as well as revealing a partial of the first conducting layer and the second conducting layer. Thereafter, rolling the encapsulated photovoltaic element so as to being a channel with two openings in which a broken neural involved.
