The present invention relates to an exterminating device of harmful insects to plants using spray water and impulse voltage which produces impulse voltage water by applying voltage to spray water, and forms a closed circuit through an electrode produced on the lower side of the plants (mainly around the roots) by contacting the impulse voltage water to the plants to exterminate the harmful insects.
