PROBLEM TO BE SOLVED: To provide a water and oil repellent pigment which can be compounded into cosmetics in an excellent dispersion state using an oily component and the like which are generally used, without using an expensive oil solution of a fluorine system, while being excellent in water and oil repellency, and to provide cosmetics containing the same.SOLUTION: A pigment for water and oil repellent cosmetics of interest is obtained by subjecting a surface-coating treatment to a pigment powder for cosmetics with perfluoroalkyl alkoxy silane and N-acylamino acid ester.
