A method of manufacturing a medical construct comprises placing a length ofcylindricalcollagen gel about an outer surface of a support member before a winding step;allowing thecylindrical collagen gel to dry to form a film on the support member beforethe winding step;then winding at least one collagen fiber a number of revolutions over thecylindrical collagenfilm about a length of the support member having a long axis, the windinghaving at least onedefined pitch and/or fiber angle relative to the long axis of the supportmember, while applying aliquid and/or gel of soluble collagen to a surface of the at least one fiberon the support member;and allowing the wound collagen fiber with the soluble collagen to dry; thenapplying a collagengel over the dried collagen fiber with the soluble collagen and allowing theapplied collagen todry to form an outer layer of film to form the construct.
