PROBLEM TO BE SOLVED: To provide a composition for hair-dying or bleaching which can prevent a characteristic rough feeling, when using a carbonate, and give an excellent hair touch, after finished.SOLUTION: The composition for hair-dying or bleaching is characterized by including (A) a carbonate, (B) a chelating agent, and (C) an oxidizing agent, wherein the component (B) is compounded in an amount of 1 to 5 mass%, and the mass ratio of the component (A) to the component (B) is 0.02 to 6.5. The composition preferably further contains (D) one or more cationic polymers selected from among a dimethyldiallylammonium chloride polymer, dimethyldiallylammonium chloride-acrylamide copolymer, and dimethyldiallylammonium chloride-acrylic acid copolymer.
