The present invention addresses the problem of providing an ultraviolet ray blocking agent or a blue light blocking agent which is useful for cosmetics and the like. The ultraviolet ray blocking agent or the blue light blocking agent comprises cerium oxide composite particles which are produced by supporting at least one metal selected from platinum-group metals and gold and a hydroxide or oxide of cerium on each of cerium oxide particles.
