A purpose of the present invention is to provide a novel silicone material which contains neither a polyoxyalkylene structure nor the like and has a PEG-free structure and which, despite this, has excellent surface-active performance and properties required of oils. The silicone material enables ionicity management and viscosity management, which have been difficult to attain with conventional hydrophilic silicone materials, and has properties peculiar to oils. The silicone material greatly extends the degree of freedom of formulating or designing by a formulation-design engineer. Another purpose is to provide uses of the novel silicone material.The silicone material according to the present invention is a novel organopolysiloxane or an acid neutralization salt thereof, the organopolysiloxane containing a hydrophilic group which has been bonded as a pendant group to the molecular chain and which contains a tertiary amine structure and is represented by the formula -CqH2q-O-CH2-CH(OH)-CH2-N(RQ1)(RQ2)(wherein q is a number in the range of 1-6; and RQ1 and RQ2 are each an optionally halogen-substituted, monovalent hydrocarbon group or alkanol group which has no nitrogen-atom-containing functional group, either RQ1 or RQ2 has one or more hydroxyl groups, and RQ1 and RQ2 have up to three hydroxyl groups in total).La présente invention concerne un nouveau matériau de silicone qui ne contient ni structure de polyoxyalkylène ni structure similaire et qui a une structure exempte de PEG et qui, malgré cela, présente d'excellentes performances tensioactives et des propriétés requises pour les huiles.
