Disclosed are non-viral nucleic acid delivery agents and methods for delivery or transfer of nucleic acid molecules to target cells. The agent comprises a complex of nucleic acid cargo for delivery, one or more lipopeptide compounds, and one or more polymeric charge neutralizers, the complex being substantially neutral or negative. It is in the form of particles with a surface charge. The agents and methods may be useful in a variety of applications, such as treatment for diseases and medical disorders, including gene therapy and nucleic acid vaccination.
