The present invention relates to a pharmaceutical composition for preventing and treating diseases associated with the proliferation of vascular muscle cells, and more specifically, a pharmaceutical composition containing a limonin compound or a pharmaceutically acceptable salt thereof as an active ingredient for preventing and treating diseases associated with the proliferation of vascular muscle cells. The limonin compound according to the present invention inhibits arginase activity in a dose-dependent manner； directly inhibits the proliferation of vascular smooth muscle cells, induced by low-density lipoprotein； inhibits the intracellular reactive oxygen species production, induced by low-density lipoprotein； and effectively increases the L-arginine production concentration through the inhibition of arginase activity.
