PROBLEM TO BE SOLVED: To provide a high powder dispersion that the dispersibility, storage stability and use suitability of the powder particles are high excellent, and to provide a cosmetic or the like formulated with the high dispersion.SOLUTION: This powder oily dispersion capable of containing at least powder, especially coated powder which can be used for cosmetics and which has the following surface-treating agent coating layers A and B formed on at least partially the surfaces of the particles of the powder, and a lipophilic solvent as a dispersant.
