PROBLEM TO BE SOLVED: To provide coated powder having improved powder dispersibility and function of powder, especially affinity for a lipophilic liquid, and having excellent dispersibility and dispersion stability in subjecting powder for cosmetic to surface treatment, and applicable to powder in cosmetics and other fields.SOLUTION: This surface-treated powder comprises powder usable in cosmetics and a coated layer of a surface treating agent of the following layer A and layer B formed on at least a part of the surface of the particle, wherein the layer A is coated on at least a part of the surface of the particle and further the layer B is coated thereon.
