The present invention relates to a soil composition for preventing weed growing on the road using an environment-friendly firming agent and a method of constructing soil for preventing weed growing using the same, and, more specifically, to a soil composition for preventing weed growing in a soil-concrete form which prevents weed from producing and growing for the purpose of pedestrian's safe walk on the shoulder of the road and accident prevention by using spoil dredged from a reservoir and river and in-situ soil, and mixing an environment-friendly firming agent without using cement as a bonding agent, and a method of constructing soil for preventing weed growing using the same. The environment-friendly soil composition for preventing weed growing according to the present invention comprises 10-35 parts by weight of a firming agent to 100 parts by weight of soil and sand with a particle size of 40 mm or less, and the firming agent includes 150-250 parts by weight of blast furnace slag fine powder and 20-40 parts by weight of petrol cokes flue gas desulfurization gypsum to 100 parts by weight of the high calcium incineration residue produced in an in-furnace desulfurization type incinerator for combusting coal having 20-60% of the calcium oxide (CaO) content.본 발명은 친환경 고화재를 활용하여 보도에 잡초가 성장하지 못하도록 하는 방초토 조성물 및 이를 이용한 방초토 시공방법에 관한 것으로, 보다 상세하게는 저수지 및 하천 등을 준설한 준설토 및 현장토사를 이용하고, 결합재로서 시멘트를 전혀 사용하지 않은 친환경 고화재를 혼합하여 갓길의 보행자 안전 보행 및 교통사고를 예방하기 위한 목적으로 잡초가 발생 및 성장하지 않도록 하는 흙 콘크리트 형태의 방초토 조성물 및 이를 이용한 방초토 시공방법에 관한 것이다.본 발명에 의한 친환경 방초토 조성물은 입자크기가 40mm 이하인 토사 100중량부에 대하여, 고화재 10~35중량부를 포함하며, 상기 고화재는, 산화칼슘(CaO) 함량이 20%~60%인 로내탈황방식 석탄연소 소각로에서 발생하는 고칼슘 소각잔재 100중량부에 대하여, 고로슬래그미분말 150~250중량부 및 페트롤코우크스 탈황석고 20~40중량부를 포함한다.
