To obtain a solid cosmetic with an added element of surprise for the user in that the cosmetic has a center body which is not exposed and the cosmetic is only revealed to be one which comprises a center body and an outer layer body upon use, and to produce such a solid cosmetic easily. A solid cosmetic is composed of a center body (2a) comprising a first composition, and an outer layer body (2b) comprising a second composition and covering the entire surface of the center body (2a). The solid cosmetic composed of the center body (2a) and the outer layer body (2b) covering the entire surface of the center body (2a) is produced by filling the second composition into a forming mold (4) having a bottomed recess (4a) with a top end opening and a central axis extending in a vertical direction, rotating the forming mold (4) about the central axis to position the second composition in the form of a layer along the inner surface of the bottomed recess (4a) and thereby form an outer layer portion (2B) having a hollow cavity on the inner side, and then filling the first composition into the hollow cavity to form a center portion (2A), and solidifying the center portion (2A) and the outer layer portion (2B).本發明之課題在於將固形化妝料製成為中心體不露出，在使用過程中才知曉其為包含中心體及外層體之化妝料，能帶給使用者意外感者，及簡單製造此種固形化妝料。固形化妝料由含有第1組合物之中心體2a、及覆蓋中心體2a之整個表面之含有第2組合物之外層體2b構成。向具有於上下方向延伸之中心軸之上端開口之具有有底凹部4a之成形模具4填充第2組合物，使成形模具4繞中心軸旋轉而使上述第2組合物沿有底凹部4a之內表面層狀定位，形成於內側具有空腔之外層部2B，繼而向上述空腔填充第1組合物形成中心部2A，且使中心部2A及外層部2B固化，從而製造出包含中心體2a及覆蓋中心體2a之整個表面之外層體2b之固形化妝料。
