The present invention relates to a rotatable and height-adjustable scarecrow for repelling birds. In particular, a main body unit of the scarecrow is configured to move upward and downward while rotating along the outer circumference of a support installed in a farmland, so that the rotation and vertical movement can be performed at once the height by which the main body unit can move vertically while rotating can be adjusted according to crops of various sizes cultivated in the farmland and the rotation and height adjustment are simultaneously and repetitively performed while irradiating laser, thereby effectively repelling birds and wild animals in all directions. According to the present invention, the scarecrow not only performs the original purpose of use of repelling birds and wild animals approaching the crops cultivated in the farmland, but also provides a user with convenience in terms of manipulation by freeing the user from the task of having to control rotation and upward/downward movements of the scarecrow separately.
