The present invention relates to a photo-therapeutic hat using an optical fiber light emitting sheet, comprising: a light emitting sheet formed in a matrix-shaped net consisting of a reflection film which reflects light, and at least one optical fiber which is attached on a reflective surface, where a plurality of light emitting holes are formed at regular distance on the opposite surface of the attachment direction； a light emitting unit consisting of a connector connected to at least one end of the optical fiber, and light sources connected to the connector and irradiating light to the optical fiber； a hat put on the head of a user, where the light emitting sheet is attached on an inner side； and a power module including a switch installed on an outside surface or a rear surface of the hat, connected to the light emitting unit, and interrupting electricity, and a power unit connected to supply power to the switch. The present invention is to provide a photo-therapeutic device which uniformly and stably irradiates to the scalp or the skin through a light emitting sheet consisting of an optical fiber net transmitting laser or LED light, and a reflection film.
