The present invention relates to a smart belt and to a guide device for the blind comprising the same, which can detect and provide a position and a height of a dangerous area such as an obstacle or a hole located at the front and side through an infrared sensor and an ultrasonic sensor moving up and down. The present invention can provide the position and the height of the hole or the danger are located at the front and side by using the height (h) detected by the infrared sensor and the ultrasonic sensor rotating up and down at a predetermined angle. The guide device for the blind including the smart belt of the present invention can grasp not only protruding obstacles but also the distance to the danger area of the puddle, a subway platform or a bridge rail, the height of the obstacles, and the depth of the puddle. 본 발명은 상하로 이동하는 적외선 센서와 초음파 센서를 통해 전방과 측방에 위치하는 장애물이나 홀 등 위험구역의 위치나 높이를 파악하여 제공할 수 있는 스마트 벨트 및 이를 포함하는 시각장애인 안내장치에 관한 것이다. 본 발명은 소정 각도로 상하 회전하는 적외선 센서와 초음파 센서를 통해 파악된 높이(h)를 이용하여 전방과 측방에 위치하는 홀이나 위험구역의 위치와 높이를 제공할 수 있다. 즉, 본 발명의 스마트 벨트를 포함하는 시각장애인 안내장치는 돌출 장애물뿐만 아니라 웅덩이, 지하철 승강장이나 다리 난간의 위험 구역까지의 거리, 장애물의 높이, 웅덩이 깊이까지도 정확히 파악할 수 있다.
