The present invention relates to an apparatus for applying oriental moxa and acupuncture by using laser and high frequency, which comprises: a negative pressure formation unit having a hemispheric shape with a lower end opened and having the top part connected to a suction means for sucking internal air to form negative pressure； a high frequency generation unit composed of a first electrode unit attached to one side of the inner side of the negative pressure formation unit and a second electrode unit attached to the other side of the inner side of the negative pressure formation unit, wherein the second electrode unit has an electrode opposite to the electrode of the first electrode unit to generate a high-frequency electric current with the first electrode unit, thereby applying deep heat to an affected area of a human body； a first laser output unit installed in the central top part of the negative pressure formation unit to output a laser beam for stimulating acupoints； and a second laser output unit installed to be spaced apart from the first laser output unit at both sides of the first laser output unit to output a laser beam which applies deep heat to an affected area of a human body.
