PROBLEM TO BE SOLVED: To provide a hair cosmetic composition which can be mixed readily and has viscosity which does not drip down when applying it with own fingers or hands, wherein a first agent is a liquid state, and a second agent is a milky liquid state in a multidrug type hair cosmetic consisting of the first agent containing an alkali agent and the second agent containing an oxidizing agent.SOLUTION: The hair cosmetic composition used by mixing two or more agents before use comprises a first agent containing an alkali agent, and a second agent containing an oxidizing agent. The first agent and the second agent contain at least one nonionic surfactant, the first agent contains lower alcohol, and the second agent contains a cationic detergent. When mixing two or more agents before use, the viscosity of the mixture is 10,000-40,000 mPa s at 20°C.
