PROBLEM TO BE SOLVED: To provide a hair cosmetic generating agent of a non-aerosol type, capable of easily providing a foam hair cosmetic having a viscosity such that it can suppress the drip of the cosmetic during use.SOLUTION: The hair cosmetic generating agent for generating a foam hair cosmetic by self-foaming of a plurality of agents by mixing thereof includes: a first agent containing at least a carbonate and a second agent containing an acid capable of decomposing all of the carbonate.
