The invention discloses a pharmaceutical composition of drug-polymer complex loaded neurotherapeutic lipid-based nasal nanocarrier grafted with mucoadhesive polymer for targeted brain delivery in Parkinsons disease. The lipid-based nasal nanocarrier composed of hydrophilic cationic neurotherapeutic agent, most preferably its salt, anionic polymer, solid lipids or triglycerides, liquid lipids or natural oils, surfactant/s, cosurfactant/s, and mucoadhesive polymer or its derivative. The invention also relates to a process for preparing the proposed nanocarrier formulation and its use in intranasal delivery of hydrophilic neurotherapeutic agent. The process for preparing the proposed nanocarrier formulation involved incorporation of drug-polymer complex into Nanostructured Lipid Carrier (NLC), which is further subjected to surface modification by mucoadhesive polymer.
