PROBLEM TO BE SOLVED: To provide a winch device that detects an actual position of a wheelchair to perform control based on the position.SOLUTION: A distance sensor 30 provided on a vehicle 2 to detect a person to be cared on a wheelchair 1 and a distance to the person to be cared, is provided on the ceiling face of the vehicle 2. Drum target speed data corresponding to the distance data from the distance sensor 30 is stored in a memory means 22 in advance.
