The pre-treated seed pellets of riparian trees is put into the rotary plate of a pelletizer, the coating material and an adhesive are poured into the rotary plate, the seeds are coated, and firstly coated seed pellets are manufactured. The manufactured seed pellets are put into the pelletizer, one or more selected from a group consisting of rheum coreanum extracts and hydrogel are put into the pelletizer, and secondly coated seed pellets are dried.본 발명은 2중 코팅된 수변녹지 수목의 종자 펠렛을 제조하는 방법, 상기 방법으로 제조된 종자 펠렛 및 상기 종자 펠렛을 파종하여 발아시키는 것을 특징으로 하는 수변녹지 수목의 종자 펠렛을 이용한 수변녹지 수목의 재배방법을 제공한다.
