The inventors used plant materials for which hair growth effects had been proposed, and tested growth promoting effects on four types of cells which are involved in hair formation. As a result, several promising plant materials for promoting the growth of the cells were found. A combination of extracts from these materials showed remarkable new-hair growth effects in tests on new-hair growth in mice. In human monitor tests as well, significant new-hair growth effects were shown, regardless of age or sex, and without any side effects. These features are not seen in conventional hair care products, and thus the present invention comprising a novel combination of plant extracts has sufficient novelty and inventive step. [Problem] Recently, there has been increasing interest in scalp cosmetics, and various attempts have been made to provide a new-hair growth agent. However, none of the conventional products has reached a satisfactory level. The reason for this is that, the causes of hair loss and the mechanisms of new-hair growth are very complicated, and cannot be dealt with by facile ideas. The main cause of hair recession is aging of the scalp and hair follicles. Thus, there is a demand for the development of a new-hair growth agent that takes rejuvenation of the scalp and hair follicles into consideration. [Solution] "Ayurveda", which is a 5000 year old science of longevity in India, often uses plant formulations, and is thus a treasure trove of physiologically active substances. Several hundreds of plant materials considered to have a hair growth effects were selected from this treasure trove, and the growth effects on four types of cells that constitute the hair follicles and the scalp were examined.
