PROBLEM TO BE SOLVED: To provide a curable surface coating composition, which can impart UV resistance and, especially, adhesiveness under high temperature and high humidity to a PET film, and can prevent conventional yellowing deterioration due to an epoxy resin.SOLUTION: The curable surface coating composition comprises: a resin containing a hydroxyl group such as acrylic resin, a polyester resin, an urethane resin, or a fluorine-based resin; a blocked isocyanate blocked with a blocking agent such as an active methylene compound, a ketoxime, a lactam, or an amine; and an epoxy resin.
