CONSTITUTION: A lower supporter (110) includes a suction sirocco fan inside, an air suction hole (120) on the front side, and an air discharging hole on the upper side. A blast pipe (130) has a lower one side connected to the air discharging hole on the lower supporter, and includes an outlet (140) on the other side. A rotator (160) rotates the blast pipe from left to right. A water supplying pipe (180) is arranged long the blast pipe. One side of the water supplying pipe is connected to a water supplying pump or a waterwork supplying pipe, and the other side of the water supplying pipe is connected round the outlet.
