In order to perceive the nature (characteristic) of a skin spot and appropriately evaluate the skin spot, the present invention has a region extraction means for extracting a skin spot region corresponding to a skin spot from a skin image taken of the skin of a subject, and an evaluation means for analyzing at least one of the number of skin spots, the surface area of each skin spot, and the shade of each skin spot on the basis of the skin spot region extracted by the region extraction means and generating information in which a characteristic pertaining to a skin spot in the skin image is quantified using the analysis results.本發明之課題在於掌握斑點之性質(特性)，而適切地評估斑點，其藉由具有下述機構而解決上述課題：區域提取機構，其從拍攝受驗者之肌膚的肌膚圖像中提取對應於斑點之斑點區域；及評估機構，其基於利用前述區域提取機構所提取之斑點區域，解析前述斑點之數目、每個前述斑點之面積、及每個前述斑點之濃度中之至少一者，且使用該解析結果而生成將前述肌膚圖像之斑點之特性予以定量化之資訊。
