PROBLEM TO BE SOLVED: To provide a well emulsified aerosol composition and a process for producing an aerosol product excellent in emulsification efficiency.SOLUTION: The aerosol composition includes an aqueous stock solution including an emulsifier, a liquefied gas, and a powder and the average primary particle diameter of the powder is 5-25 nm, and the weight ratio of the liquefied gas to the powder is 99/1 to 99.99/0.01, and the aqueous stock solution and the liquefied gas are emulsified.
