PROBLEM TO BE SOLVED: To provide a gas-containing substrate capable of containing and holding functional gas at high concentration and a manufacturing method therefor.SOLUTION: There is provided a manufacturing method of a gas-containing substrate containing a composition containing functional gas, including following processes. Process (1): a process for supplying functional gas with holding a temperature of a raw material composition having gelling temperature where it may become solid shape from liquid shape by cooling in a range of 0.5 to 65°C at a temperature where the raw material composition becomes liquid shape and homogeneously dispersing the functional gas of the amount over saturated solubility at a liquid state of the raw material composition as fine air bubbles. Process (2): a process for transferring the obtained raw material composition of a liquid state to which the fine air bubbles of the functional gas is dispersed to a filling container and filling and sealing the same.
