PROBLEM TO BE SOLVED: To provide an atomizer and a spray device in which spray is started promptly after power source ON at the time of the beginning of using of the device, and which controls jarring noise.SOLUTION: The atomizer 10 includes a diaphragm 11, and a vibrator 12 which vibrates the diaphragm 11, wherein a first surface of the diaphragm 11 touches a liquid, gives vibration to the liquid, and generates fog from a second surface of a side opposite with the first surface.
