PROBLEM TO BE SOLVED: To obtain cosmetic powder having excellent preventing effect on inhomogeneousness of a cosmetic membrane (smeared makeup) and color darkening (decrease in degree of brightness) with passage of time, due to the fact that, since it does not get wet singly with water or oil, but get wet with simultaneous contact of water and oil, it absorbs sweat and sebum excreted on the skin, and to produce a makeup cosmetic having excellent properties such as the absence of smeared makeup and the absence of color darkening, and also having excellent homogeneity of a cosmetic membrane.SOLUTION: The present invention provides a plurality of kinds of cosmetic powder mentioned below: cosmetic powder free from getting wet singly with water or oil, but getting wet when it comes into contact with water and oil simultaneously the cosmetic powder comprising an inorganic hollow powder the cosmetic powder comprising an inorganic hollow powder enclosing an organic and/or inorganic pigment the cosmetic powder comprising an inorganic hollow powder enclosing an organic and/or inorganic pigment in which the refractive index of the inorganic hollow powder is &le1.8 any one of the above plurality of kinds of cosmetic powder whose surface is treated with a fluorine compound and any one of the above plurality of kinds of cosmetic powder in which aluminum hydroxide is carried on the surface of the inorganic hollow powder in advance, and subsequently the surface is treated with a fluorine compound.
