According to the present invention, provided are a D65 spectrum-controlled white light-emitting device for plant growth, and an illumination apparatus thereof. Provided are an ultra-high color rendering white-light emitting lighting diode (LED) which has a smooth light emission spectrum distribution over the entire visible light and different color temperatures, and a white-light illumination apparatus thereof. According to the present invention, the D65 spectrum-controlled white light-emitting device for plant growth, and an illumination apparatus thereof are a high color rendering white light-emitting device having different color temperatures for providing a light-emission spectrum required for an illumination light source to precisely or faithfully reproduce colors of an object, and an illumination apparatus thereof. The white light-emitting device comprises: a semiconductor LED chip having a light-emitting peak with light-emission wavelengths at 380 nm or more and 430 nm or less; and a fluorescent body which is excited by the semiconductor LED chip to emit light and includes a white light-emitting body unit distributed in a silicone resin. The high color rendering white light-emitting device optimally controls a light-emitting spectrum shape by means of each weight combination so that a light-emitting band of a blue fluorescent body, a light-emitting band of a green fluorescent body, and a light-emitting band of a yellow fluorescent body are continuously connected without a curve, and additionally, a light-emitting band of a red fluorescent body and a light-emitting band of a deep red fluorescent body are continuously connected. Accordingly, the high color rendering white light-emitting device has a flat spectrum distribution over the wavelengths of 430-680 nm in which the purple intensity of the excitation light is reduced to a minimum, and exhibits an average color rendering index which is close to 99, a color fidelity index of 96 or higher, and a color gamut
