The invention relates to a feeder and a feeding device. The feeder comprises an open end and a closed end. The rear section is connected with the open end. The outer surface of the closed end is provided with one or more convex lines. According to the design objective, a baby is trained to suck food up from a bag so as to train muscles of the lips and then squeeze the food out from thin meshes in the upper portion through chewing so as to train muscles in the oral cavity the mesh bag is designed to be spherical, the surface of the periphery of the mesh bag is provided with the convex lines, and therefore muscles of tongue can be trained when the baby eats the food. The feeder can train the muscles of the mouth of the baby through the chewing action and the sucking action.
