[Problem] To provide: a dispersion liquid containing a pigment or powder, which is able to be prevented from separation and sedimentation of the pigment or the like over time； and a dispersant.[Solution] A dispersion liquid which contains: a dispersant for pigments or powders, which is formed of a lipid peptide compound that is composed of at least one compound selected from among compounds represented by formula (1), analogous compounds thereof and pharmaceutically acceptable salts of these compounds； a surfactant； water； 1, 2-alkanediol or 1, 3-alkanediol； a fatty acid； and at least one substance selected from the group consisting of pigments and powders.
