To provide a hair-decoloring/dye-removing agent composition excellent in decolorability/dyeability of hair and capable of suppressing heat generation in a hair-decoloring/dye-removing agent composition having persulfate blended therein.SOLUTION: The hair-decoloring/dye-removing agent composition includes a first agent containing an alkali agent, a second agent containing an oxidant and a third agent containing (A) persulfate and (B) at least one kind selected from a nonionic polymer and an anionic polymer as a thickening polymer, in which the third agent has a pH at 25°C of 7 to 9 when dissolved in water in a concentration of 1 mass%.
