The cutter has handle device having handles (1,2) which are connected to each other by a handle bearing having a handle support shaft. A cutting device (3) has a cutting edge bearing with a blade support shaft (6). The blade support shaft and handle support shaft stand to each other in a tilt angle. A handle driver is arranged on the handle device and is engaged with the cutting device upon actuation of the handle device for angularly moving the cutting device toward one of the handle device mounted on anvil surface (4).
