An oral care composition having a sustained or delayed release of a flavor, comprising: an orally acceptable carrier comprising a first flavor, a multilayer film for sustained or delayed release of the flavor, wherein the multilayer film includes a center layer containing a second flavor wherein the central layer is located between two outer surface layers, with each outer surface layer including takes release-regulating agent； wherein the multilayer film is adapted to adhere to the surface of the oral cavity； wherein the release controlling agent is selected from polyvinyl acetate； hydroxypropyl methylcellulose and hydroxyethyl cellulose； wherein said outer surface layers and said center layer include a film-forming polymer； where the outer surface layers further comprise a mucoadhesive polymer. 2. The composition of claim 1, wherein said second flavor additive is released from said multilayer film at a speed effective to deliver the second flavor additive to the oral cavity after said multilayer film adheres to the surface of the oral cavity. The composition of claim 1, wherein said multilayer film further comprises an active substance. The composition according to claim 1, where the outer surface layers include the same substance.
