PROBLEM TO BE SOLVED: To provide a scalp and hair cosmetic which has an improving effect of barrier function of the scalp and an improving effect of dandruff and itching over a long period of time, and is also excellent in a smooth feel of the hair by suppressing dryness of the hair.SOLUTION: A scalp and hair cosmetic contains a 1-hydroxy-2-pyridone compound and a hydrolysis silk protein. The 1-hydroxy-2-pyridone compound is preferred to be piroctone olamine. The hydrolysis silk protein is preferred to be hydrolysis sericin. A plant extract having antimicrobial properties are also preferred to be contained.
