The overspeed preventing pumping mechanism includes: an overspeed preventing cover pressed by the vehicle and restored to suck and discharge a fluid a suction line connecting a water supply facility from which the fluid is received and the overspeed preventing pumping mechanism and a discharge line discharging the fluid supplied to the overspeed preventing pumping mechanism through the suction line.
