Disclosed is an expression control system for cell-specific transcription (expression) of a cell cycle inducer that reactivates proliferation in a protein of interest, such as adult or neonatal cardiomyocytes or insulin-producing beta cells. The expression control system includes a microRNA recognition element that specifically binds to a target cell miR, a first nucleic acid that encodes a translational repression protein； a repressor protein interaction motif that binds to the translation repression protein； A second nucleic acid comprising a gene encoding the protein.
