The present invention relates to a submersible and mobile fish cage for open-sea cultivation with improved balance and workability that is enabled to be moved safely and easily to an area of the sea requiring the fish cage by installing a conical water flow dispersion plate at the fore-end part or rear end part of a fish cage frame manufactured as a frame structure in the shape of a submarine and installing a balance tank and a submersible tank vertically at both right and left sides of the fish cage frame. More particularly, an auxiliary buoyance tank is additionally installed at both right and left middle sides of the fish cage frame corresponding to positions between the balance tank and the submersible tank to enable the fish cage to submerge and float more stably in more balance. The operations of drying a fish cage net and removing an attachment are enabled to be performed rapidly and easily on the sea by ensuring the floating height of the fish cage above the surface sufficiently to facilitate shipping operation or the like and inclining the fish cage to right and left sides while preventing the capsizal of the fish cage to expose the fish cage net except for a bottom net above the surface.
