The fixed prevention tool body 1 has a first substrate 1b and a plurality of needle bodies 1p. The movable prevention tool body 2 has a second substrate 2b and a plurality of needle bodies 2p. The second substrate 2b is slidably connected to the first substrate 1b along a longitudinal direction of a cross arm A. The support fitting 3 has a pair of grip pieces 3a, 3b into which the cross arm A can be introduced. The support fitting 3 has a support portion 31 for supporting the first substrate 1b from a bottom side thereof. The support fitting 3 has a grip portion 32 capable of being gripped by an insulating operation rod 5.
