The present specification relates to a water- dispersible dosage form of cosmetic composition comprising a starch derivative and powder, the powder being comprised in 5 wt% or more relative to the total weight of the composition, wherein the composition comprises a high-content powder, so that the composition feels soft and dry in use, provides an excellent moisturizing effect when applied to the skin, has excellent stability in dosage form, results in very light scrubbing, and has a very slight viscosity reduction.
