PROBLEM TO BE SOLVED: To provide a warmer which can control the amount of generated steam and the variation of temperature.SOLUTION: The warmer which provides a wearer H with warm at the worn site, includes a heating element 11 and a steamer 12, wherein the heating element 11 generates heat to have a surface temperature of 50°C or below, and the steamer 12 is arranged adjacent to the heating element and generates steam by heat generation with the heating element. The steamer has a previously adjusted heat capacity, and hence, even if a part of the steamer is heated alone by heat generation with the heating element, the part can be controlled from sudden change in temperature, thereby suppressing itself from locally generating steam.
