According to the present invention, the device comprises: a cylindrical roller boring machine which comprises a heater boring machine comprising a boring roller including multiple placement parts formed on a cylindrical surface inside and outsite in a longitudinal direction, a heater boring body placed in the placement parts to bore a hole on a direct-sowing film, and a pair of at least two closed heaters protruding from the heater boring body in an integrated form and having a geometric pattern； an adhesive material applier comprising multiple binding parts formed behind the roller boring machine, attaching an adhesive material to the direct-sowing film, and connected to the cylindrical surface in a longitudinal direction, a cylindrical adhesive roller placed in the binding parts, having an arc shape, protruding from the circumferential surface of an adhesive roller, and comprising a band or panel-shaped adhesive protrusion, and an adhesive material box formed in the upper part of the adhesive protrusion； and a seed attaching machine formed behind the adhesive material applier, attaching seeds to the direct-sowing film, and comprising a seed box and a seed roller (132).
