A control unit 40 for the aerial photographing device 2 executes a photography module 42 for collectively photographing, from the air, a plurality of analysis subjects distributed over a certain wide area. The control unit 40 then executes an abnormality detection module 43 so as to detect an abnormality in a portion of the analysis subjects in the certain wide area, on the basis of a first photographed image obtained through aerial photography executed over the wide area by the execution of the photography module 42.
