An oily eyelash cosmetic containing (A) 3 to 40% by mass of an oil-soluble coating film-forming agent, (B) 0.1 to 10% by mass of a nonionic surfactant having an HLB value of 7 to 10, (C) 20 to 70% of a volatile oil ingredient and (D) 0.5 to 30% by mass of a non-volatile oil ingredient, wherein the ratio of the content of the component (A) to the content of the component (D), i.e., [(A)/(D) (by mass)], is 0.7/1 to 5.8/1 and, when a solid oily component having a melting point of 50ºC or higher is additionally contained, the content of the solid oily component is 10% by mass or less. The oily eyelash cosmetic has excellent curl-keeping properties and long-lasting performance (water resistance) which are characteristics of oily eyelash cosmetics, also has excellent properties of being washed down with hot water, and can be removed easily with hot water without requiring using a remover.
