Provided are a novel water hammer-type micro and nano bubble generating method, generating nozzle, and generating device for building a system that does not perform only clean washing and sterilization by generating a large amount of micro and nano bubbles using only pure water that does not contain nucleating agents but also generates micro and nano bubbles that have no contaminants. This generating method uses the water hammer force generated by spraying a solution containing a dissolved gas from each of two or more emission openings and then the solution sprays mutually colliding. This generating nozzle has a hollow tube, two or more small through-holes around the circumference of the tube, and a micro and nano bubble discharge port on both end portions of the tube, and has a structure for which the small through-holes are disposed so that all extension lines through the center of the cross section of the small through holes intersect inside the tube.
