PROBLEM TO BE SOLVED: To provide steamed confectionery having variation in the surface appearance and texture of steamed confectionery, to which no careful thought is conventionally given.SOLUTION: The steamed confectionery includes a steamed confectionery dough having an upper surface sprinkled with a lactose-containing composition, which is steamed with vapor. Examples of the lactose composition includes a mixture of lactose and fat, more specifically, a lactose-containing powdered chocolate and a powdered fat. The blending amount of lactose in the lactose composition is preferably 70 wt% or more.
